“Quick Asian Carp Solution Unlikely”

When asked during a federal court proceeding about whether the so-called separation could be engineered and implemented within five years, Maj. Gen. John Peabody responded, “It would be far beyond that.”

A coalition of Great Lakes senators – including Illinois Sen. Dick Durbin – is pushing for legislation that would require the Corps to complete the first phase of its ongoing separation study within 18 months.

Peabody said that would require a rush job.

“If we’re told to produce a study in 18 months, we’ll do so . . . but I could not guarantee (its) quality,” Peabody testified during a hearing for a preliminary injunction to force the Army Corps to temporarily close two Chicago navigation locks.

The idea is to use the locks as makeshift barriers until a barrier system can be built to permanently separate Lake Michigan from the waters of the Mississippi basin, which is the primary goal of the lawsuit filed this summer by Wisconsin, Michigan, Minnesota, Ohio and Pennsylvania.
